This animation cel is from the episode 110: "Enter Mutagen Man" - Mutagen man needs to make himself look like Bebop to trick Krang and Shredder. So the Turtles catch Bebop and Rocksteady. It is autographed by Co Creator of the Ninja Turtles. Peter Laird, at the Words and Pictures Museum in June 1999 (one month before the Museum closed).
